The MPI methodology was developed by the Oxford Poverty and Human Development Initiative (OPHI), which in turn was based on the Capabilities Approach of the 1998 Nobel Laureate in Economics, Amartya Sen.

INE has received permanent advice from this prestigious organization and has also agreed on the construction of the MPI with public institutions, research centers, cooperating organizations and independent researchers.
